Controversy As NCWD Staff Criticise Onwenu’s Tenure, ‘Illegal’ Handover

Staff of the National Centre for Women Development, (NCWD) have kicked against an alleged attempt by the director general of the center, Onyeka Onwenu to hand over illegally.

The staff said they were disturbed over the DG’s alleged plan to hand over to a director who was not the most senior staff at the centre.

Onyeka Onwenu was one of 26 heads of parastatals, agencies and councils that were recently relieved of their positions.

It will be recalled that the statement issued to this effect had detailed that the President had approved the most senior officers in the parastatals, agencies and councils should oversee the activities of the organizations pending the appointment of substantive CEOs.

As at the time of the announcement, an official informed LEADERSHIP that the Ms Onwenu was not aware of the status quo.

Subsequent to this, when LEADERSHIP visited the NCWD, the correspondent met staff who were seen huddled in groups discussing.

A cross section of them spoke on the development with mixed reactions.

According to the chairman of the Nigerian Civil Service Union, NCWD Chapter Musa Muhammad, “We have been expecting this, and are happy with the development. The public service rules were not adhered to by the director general. Even when it was brought to her attention, she refused to follow it. Instead, she treats staff like her house helps, suppressing the management, suppressing the staff and no one was able to speak out. Ms Onwenu did not do anything. Now she intends to hand over to Mr Sadiq Umar, director lanning, research and statistics instead of Mr Abdulmalik Dauda, director estate management. If this should happen, we are going to take action.”

Also, chairman, Association of Senior Civil Servants of Nigeria, NCWD chapter, Mr Emmanuel Omilearo said: “Right from the beginning there has not been rest. You cannot see the face of the people and see peace. Everybody is on hold, only because of bad leadership style. When we heard the pronouncement, we were overjoyed.

“We look at it that she has overstayed, despite the fact that she has not finished four years. If you want to talk about leadership, then we will score her zero because for the past two and half years Ms Onwenu has been here, nobody has gone on training. For some who have gone on training, before she was appointed, up till now they have not collected their money.”

He added that, ‘‘How do you expect them to improve in their performance? And if the staff performance is not at par, then how do you expect us to transform the environment where we are, especially here at the NCWD?”
