A Bill for an Act seeking to alter section 147 (3) of the 1999 Constitution (as amended) in order to require that a Minister be appointed from the Federal Capital Territory (FCT) has scaled the second reading stage in the House of Representatives.

The Bill, which is sponsored by Hon. Zephaniah Jisalo representing Abuja Municipal Area Council/Bwari federal constituency of the FCT, was consequently referred to the House Special Committee on the Review of the 1999 Constitution under the leadership of Deputy Speaker Yusuff Sulaimon Lasun for further legislative input.

If passed into law, natives of the FCT will be entitled to at least one ministerial slot as presently being enjoyed by the 36 states of the federation.

All contributors to the debate on the Bill at plenary yesterday spoke in support of its passage into law while citing relevant constitutional provisions to back up their arguments.

Meanwhile, a Bill for an Act to provide for the establishment of the Federal Capital Territory University of Science and Technology to be located in Abaji area council passed second reading and was referred to the House Committee on FCT for further legislative action.

The Bill also sponsored by Hon. Jisalo, if passed into law will afford the nation’s capital the opportunity of having a specialised university in addition to the Federal Government-owned University of Abuja.

Speaker Yakubu Dogara, who presided at plenary, put the Bills to question and were overwhelmingly supported by majority of members present through a voice vote.
